Voting to amend or restate an association's bylaws requires use of the secret ballot, two envelop process. Homeowner associations  commonly amend or restate their bylaws for one or more of the following reasons: (1) To create qualifications for board members, (2) To increase the number of directors, (3) To establish term limits for directors commencing at some future date, (4) To create staggered terms for directors, (5) To reduce the requirement to establish a quorum, and (6) To establish the record date as the date the pre-ballot notices are mailed.

California has limited smoking bans that apply to the entire state. In addition, the following cities and counties have limited smoking bans as of 2022: Alameda, Belmont, Berkeley, Beverly Hills, Burbank, Calabasas, Davis, EI Cajon, EI Cerrito, Escondido, Glendale, Hermosa Beach, Loma Linda, Long Beach, Los Angeles, Marin County, Oakland, Palm Springs, Pasadena, San Diego, San Francisco, San Jose, San Luis Obispo, Santa Barbara, Goleta, and Santa Monica. Other cities and counties may be added. Associations can amend their CC&Rs to create smoking bans that are more strict than local governments.
