All ballots cast count toward a quorum. They are treated as a member present at a meeting for purposes of determining a quorum. This includes blank ballots. If a ballot contains a combination of valid and invalid votes, the valid votes are counted and the invalid votes are not counted. Ballots that are blank are not counted as yes or no votes.
